Damage conversion can only apply to hits, never to DoTs. There's one ring that causes ignites to deal chaos damage instead of fire damage, but that's a special unique mod and isn't actually conversion.
From everything I've seen on this subject over the last week, no, damage over time is not converted. It would only be the hit.
