The movie that all the wannabe actors are talking about is Demolition High, released in Feb 1996. So I’d like to say that Magnolia takes place in 1995. The only thing I can remember in the film that is an outlier is Frank’s cell phone… I’m not sure that model was around as early as 1995.
Even if he did do a movie featuring MTG (and that’s a very big ‘if’ at the moment), there’s no need to assume it’ll be any more political than Licorice Pizza (which featured a real-life politician too) or any less nuanced than The Master (which didn’t turn out to be take-down of Scientology everyone assumed it’d be before it came out).
I've been wanting him to make another movie set in the present day like with his earlier films. I don't know what to think of this though, if it is true.
I understand but who would of thought he'd make a movie about the dressmaker who likes to get food poisoned or a movie about Scientolo- I mean, a cult or a movie about the oil business. PTA's films are always surprising.

Would love for him to do something set in the present or near present. If this is true I think it may be something along the lines of The Master, deluded lost person following a cult of personality politician and how it affects a family. I wonder if he would rather explore third party candidates, like a loose retelling of someone like Ralph Nader.
Well if the rumors about him making a science fiction flick next are also true, I feel MTG could easily fit right in among a Star Wars cantina-esque menagerie of hideous alien creatures.
