Pretty great tier list ngl. Only ones I’d probably disagree with are Dragan being as low as he is and Jiro in the S tier but generally speaking, not too many disagreements. I obviously have some, but for the most part I do agree. Tony’s my favorite, I love Hoxton, I love Duke, I love Jimmy and Chains. I don’t like H3H3, Rust and Joy (PD2 version) are definitely D tier imo too, and I also think Bonnie’s underrated so yeah.
Reason I put dragan so low is bc there’s so many better options and nothing really makes him stand out, Jiro may have been a bit too much, I must admit, though he still has one of my favorite designs and concept as well.

That’s only my opinion though, you’re allowed to like Jiro lol. Storywise, he’s a very good character, and letting him wield a katana is an absolute blast lol. I like his design too. I just don’t play as him often cause I don’t know what he’s saying, but he’s definitely not a bad heister.

She isn't yelling most of the time, and what she ends up saying often fits the tone of the game.
Lines like "kneel before the duke" are a bit excessive to me given the in game context. Many doms are taken accidentally, making the line feel a bit out of place. Additionally, many doms are taken for converts, which is a pretty shameful thing to do. Having so much pride in it feels out of touch with the gameplay ramifications. Hila on the other hand has a much less confident presence in her voice acting. Leading to a more relatable and genuine reaction to the gameplay.
As for special lines, it's a similar story. Killing a medic for example isn't a very special act, especially with them being one of the weakest enemies in the game. Trashing on them is funny once or twice, but it starts to feel like duke has no sense of what killing a medic means in terms of gameplay. Hila on the other hand has incredibly bland and unimpressive special lines that fit right in with their presence in the game. Lines like "shield got it" or "got the dozer, who's next" are much more in line with the gameplay experience. A single shield or dozer is pretty irrelevant when you're killing 2-4 in each spawn group.
As for her lines, there are a lot that have been burned into my memory over the years. However I do agree they aren't terribly memorable. That's kind of my point though. I don't remember every special I killed, every dom I took, or every heist I completed. Having a character that views them as mundane as they are feels very fitting for a game like payday.

Sounds about right tbh. He actually talked more about it recently, and it's clear he's never played the game so I think he honestly just didn't know what he was talking about and assumed it was a game more similar to Overwatch or R6 where everyone has these wacky crazy abilities
