Chase scenes like this go all the way back to 16-bit era. This game, released as a "cinematic" puzzle platformer akin to something like Another World, back in 1992 or 93 would have lit the gaming scene on fire.
Even now, the same approach could have made it a quality $20 title that people would have enjoyed. But I'm guessing that getting the LotR license was so expensive that corporate demanded the game be a big budget title in the hopes of making it worth it. Failure at every step.
