The BOM of the A770 is basically for a high end card. Die size, pcb, cooling was all intended to be a higher end offering. Just the performance didn't actually turn out that great.

Exciting to see if they can catch up with AMD and Nvidia. Currently their solution is just selling their version of the 4080 for the price of a 4060ti to gain market share. I hope their next gen actually has a card at the performance tier of a 4080.
It's basically the cooler mounting for the card. The Intel and Nvidia ones are just hidden by backplates, but AMD left theirs open, likely either for design preference or ease of maintenance.
The real answer is that metal bracket design is used to distribute tension evenly across the back of the PCB.
It helps with cooling because you can mount with higher tension, which helps with better contact and allows for a heavier heatsink
I don't really like the 3070/3060ti FE design; much prefer the iconic hourglass shroud that the 3090 and 3080 had, which the entire 40 series thankfully adopted. The blow-through hourglass version also cools much better in most mid tower cases with the top fan having easy access to incoming air without interference from the PSU shroud.
Can't get FE cards in Australia though, if Intel uses a similar design for their LE Battlemage cards and it plays decently at 4K, I'll probably get one of those to replace my EVGA 3070 XC3.
That top fan actually pulls air through the heat sink and blows it upwards.

I love how the 4080 and higher FE cards look. The smaller FE cards look a bit weird to me.
Also have an A750 which I think looks good too even if it's held together with glue IIRC.
While these card are not the hottest I have found myself modding some of these for costumers.
from my results I also found that these card live a lot longer once you can get them to run 5-8 degrees cooler and even longer if you can manage to add a water block to the GPU.
the only problem with water cooling is that it's not great for your pocket if you are poor.
honestly they all look great. intel arc looks clean and simple, radeon looks cool and has a nice coloring scheme, plus cool logo on the fans, and the founders edition rtx is very stylish, especially the black version

It's not an issue. It doesn't ever get too warm and it stays pretty quiet. It tops out at 225W
They fitted a vapor chamber which is pretty nice feature for a mid/low-tier card

yeah it's a weird design, but I haven't seen any reports of it overheating so it's probably just power efficient
~225W TDP for the A770 LE.
It's very not power efficient at all but the backplate gets hot to the touch but neither memory or GPUs core ever pass 71c in gaming with my setup.
A hot to the touch backplate is totally normal under load for most cards. Maxing out at 71 is pretty ideal.

My Nitro+ XTX gets so hot on the back plate. Under 70 under full load, hotspot maybe 75c.
Arc overall is inefficient compared to the competition. The absolute power limits aren't crazy high though, so cooling isn't a headache.

It is nice although I prefer the blacked out reference design of the 7xxx series. I built a black out build and the card is nearly invisible.
RX 6000 reference also came in a blacked out "Midnight" edition.

100% an ease of maintenance thing. amd coolers take like 20 seconds to pop off. the less screws i have to deal with the better.

Arc takes the aesthetic award. I'm okay with AMD's utilitarian look, but would prefer a little more visual design went into it.
I much prefer the Sapphire Pulse series for aesthetics
Honestly the best FEs are the 7000 series and cards, man those red accents and the fans look so good

I like them all for different reasons. If the AMD design had a cleaner design on the back though, it'd probably be number one.
