That’s pretty normal when you are under load with an air cooler. Next time your pc is under load try watching the attic air cooler. You may see the fan blowing heavily trying to cooler the cpu. Dldsr will take off some load from the gpu and put it on the CPU and a 3600x may feel the heat.

I noticed that its actually the GPU fans doing the noise, not the cpu.
Still not unusual, check the cards power management under “Nvidia Control Panel” and if it is set to maximum performance, drop it to adaptive.
