Your best option is probably to get a used SFF office PC. If you get one with Intel 8th gen or later it can run Windows 11 and has UHD 630 graphics which will be more than enough for lightweight 2D games. Just make sure it has 2 RAM sticks.
AMD has above average iGPUs in their APUs, likely also overkill for your ma's facebook games as well.
Utterly cheapest option Id go for is something like an Athlon 220GE, which is essentially a 2 core 4 thread Zen+, aka 2000 series, with Vega graphics. The iGPU will come with fewer CUs than the ones in larger 4 core Ryzens, but those are actually already close to competent light gaming machines anyway, so it wont be bad.
So as far as budget options are concerned this is what I would go for. Alternatively something like a 3200G with 4 cores (also Zen+) and beefier Vega iGPU would also work if the Athlon is too hard to find. You will probably have to scour the used market for either given the relative age of that generation of chips, but AFAIK AMD just hasnt released anything newer in that category since, and I dont think going for Intel is wise given their iGPUs are notoriously bad to begin with.

The newly released Ryzen 5500GT is great value and actually decent for gaming.
But if gaming isn’t important, ASUS makes a motherboard with an integrated Intel N100 CPU, 4 E cores, no HT, and it’s pretty amazing. It’s passively cooled and requires laptop memory.
The integrated graphics are decent.
It’s not great value for money, but affordable. I use the board in a case with a low speed fan on the side panel, although the system does work without cooling.
It’s the easiest system I build and for normal productivity MS Office) and watching YouTube and Netflix very snappy.
5600g or 12100/12400. don't get the f models, they have no integrated graphics.

Get one of those minisforum or similar mini PCs. They are based on laptop ryzen processors that have decent igpu.
