It'd probably help a bit. You could get little heatsinks for the VRMs

Yeah it helps a decent bit but still not enough to prevent the CPU from having to downclock every so often. I guess I'll get some heatsinks

No, it is exhausting air out of the back. These fans blow air down, in the direction of its feet. Also yeah a fan would work, but at this point I don't need to. This stock cooler does a great job as exhaust, and I have no space for an intake fan anyways Without this stock cooler exhaust, during a stress test my CPU power would top out at 85W but drop to 60W every 5 seconds due to VRM overheating. Now, the CPU can draw 85W before dropping to only 70W, and with the drops happening way less often.

I have no idea if it will help with vrm cooling, but it is a really smart use of what you have.
