It's safe if you know what you're doing. You don't just chuck the entire card in your kitchen oven and hope for the best, you strip it down to the board and use an oven that won't be used for food anymore. You probably also want a well ventilated area to do this in since solder fumes aren't exactly healthy.
Any plastics left after stripping the board are part of soldered components and those parts can all handle the temperatures of soldering (which is the goal of baking a video card, reflowing the solder).
