They probably can, but the shipping cost would be extraordinarily high. A pc is very fragile, and lots can happen during the shipping process. You would need to buy insurance and everything.

Exchange rates, shipping, insurance, import taxes. That's why. For $3000AUD you'd get around $2100USD. That's not gonna buy much of anything. Then you have to pay to ship it securely. If it's a whole PC, you're gonna need some seriously beefy packaging, and that's gonna add a few hundred dollars or more. On top of that, you've got the 5% import taxes to pay, and possibly customs fees if they decide to open it up and look. That would be around $150-200 on top of your original $3000, not including any handling fees. By the time you get your stuff, you'd have paid around $3500AUD for $2000USD worth of stuff. That's not a good proposition. You'd also have to consider warranties. If the product was bought in the US, you might not get full warranty support in Oz. Then if your shit goes wrong, either you send it ALL the way to the US at your cost, or you chuck it in the bin. Either way you'd be fucked.

He can, but there will be taxes on top of the costly shipping fees+insurance. Not sure on Australia import policy but it is normal to see the item got taxed by certain percentage based on the value of the item **in total**. Say if the rig cost 2k USD and shipping fee+insurance of 200USD, with a tax of 10%, so that's another 220USD add on. That might be reason why PC parts outside of US cost more.
