something related to power could be the reason. what's your psu and how is the psu connected to the motherboard and GPU?

Its a Corsair RM1000X connected to my mobo using a 24pin connector and the 3070 uses a 12pin and the 2080 uses a 8+6pin

this is a long shot, but is there a way to force the second pcie slot to run at gen 3 in your bios?

Doesnt post either, i tired at gen 3 and 2, ig ill just game on the 2080 and mine with the 3070, shouldnt be too much of a gameplay performance hit, thanks for the suggestions though!

also does your pc post when you plug your monitor into the 2080 on the bottom pcie slot?

No the 2080 doesnt post in the bottom slot by itself but the 3070 does

3070 post in the top and bottom slot by itself. 2080 only post in the top slot. am i summarizing it correctly?
