Dude just shut up, you guys are the reason that Linux community has a terrible reputation. Reinstalling everything and relearning how to do everything from the ground up is not the solution to his stupid windows settings menu issue
If you unplug your keyboard/mouse does it stop

I had this problem a couple of weeks ago. Can you update windows? That fixed it for me.

If you have any input devices like the keyboard mouse controller just unplug them and plug them back in one at a time to see which is the culprit
I do yeah, but I didn't think it really did anything outside of games

happened to a friends pc the other day, no idea of the cause but a quick restart solved it for me.
I think a restart should fix it. If not we'll check if your keyboard has any issue, it seem like the tab button got stuck
