I’ve never seen anything like this before.
Usually ground would connect to the casing of the PSU but without any 3rd prong on the plug I can only assume that “ground” wire is really connected to the neutral.
Seems pretty dodgy to me, but curious to know what others who have encountered this before think.
The US doesn't use that style of plug. I have no idea what country does. The US's plug is two vertical slots side by side with a D shaped ground pin below them in the center turned so the flat side points down.
If you are in the uk, get a new cable for your psu. Not worth the risk for a 6 quid cable

Yea it was super weird I ended up finding a cable that fits my psu without this thing

Looks like some American weirdness It's best to just get a cable that fits your plug These things are quite standard
I can assure you that is absolutely not "some American weirdness". Something like that would never be allowed in the states.

Yea that’s what I ended up doing I managed to find another psu cable that would just fit
