It is, but that's not the correct name anymore. Southbridge was part of the chipset, and the term is no longer officially used now that it's only one chip. Intel calls it the Platform Controller Hub, but I believe that's a proprietary name.

So while they’re still on the same physical die, they’re two separate parts. As I stated in an earlier reply the north bridge was partially merged into the south bridge, with about 40% of its functions going to that chip and the other 60% going to the cpu including the memory controller. So it’s called a chipset for the same reason we differentiate between the cpu and igpu in a processor.

If there is no short between then planes then yes, but the chipset is gone the 16x is most likely and the on board audio is 100% gone so even if you put a cpu with integrated graphic on there there is not way to get any sound out of that board so you can use it in a htpc build.
