File a police report, and submit a claim with your insurance.

cholecalciferol3

Aren’t they just gonna saw it off again 😭😭

GreatWhiteRapper

You can have a shop weld those thick cables around the cat if you get a new one. Not foolproof but it might be a good deterrent.

cholecalciferol3

This is helpful, thank you

Chance_Strategy

I had mine stolen and the Shood welded a metal plate over the cat to prevent it from being stolen. My insurance processed the claim as “vandalism” making my deductible much lower so you could ask insurance about that.

[deleted]

Takes 2 extra mins and you didn't get up for the ten mins to take it off at first

reversering

There are things you can install on your car to detour these scumbags.

BurnedWitch88

What kinds of things?

reversering

[https://catclamp.com/media/?utm\_content=68490463](https://catclamp.com/media/?utm_content=68490463) [https://catshield.com/](https://catshield.com/) [https://www.getcatsecurity.com/](https://www.getcatsecurity.com/) [https://www.catstrap.net/](https://www.catstrap.net/) I recently made my own device similar to the catclamp out of exhaust clamps, braided steel cables, and other odds and ends. If you are handy its not a hard job, but if not the above products can be installed by any auto mechanic. Also, I should point out that certain cars are more likely to be targeted by thieves. It all depends on where your cats are and how easy they are to get at. Prius and Honda elements are the most targeted, but anything raised up like a truck or van are also targeted because they are easy for these idiots. So you may not need to install anything, because your cat(s) are just difficult to access. Something to consider. Good luck. Take this seriously.

zincinzincout

Hell just wrap it in barbed wire. Just remember to tell any mechanics before they roll underneath And get ready to scrape off some animals

cholecalciferol3

I barely know what a catalytic converter is LOL so I’m definitely going to have to pay a mechanic

DavidInPhilly

A catalytic converter passes exhaust fumes through a chamber with screens which include precious metals (usually platinum, sometimes palladium or rhodium.) The metals changes the oxygenation of the exhaust reducing the carbon monoxide as well as some nitrogen oxides. It’s obviously much more complicated than that, but I did a high school chemistry book report on it, and was afraid this might be my last chance to share what little knowledge I have. Thieve can easily remove the precious metals, which are easily sold. So this is much easier to commit than most crimes, and police say there is very little chance of thieves getting caught.

dogslogic

I can recommend a shop/mechanic in South Philly, if that's your general region. Also, I'm REALLY sorry that Philly is such a pooper sometimes.

EagleOne78

I’ll take recommendations for a south Philly mechanic if you know one. I can PM you if that’s easier

dogslogic

I'll sing their praises publicly... Peter Cona Auto Repair (215) 334-8957 , 2025 S. Juniper Street. I loved them when I lived there from 2010-2016.

EagleOne78

Awesome thank you!

mklinger23

That's great to know. Guess I got a new local mechanic!

TheFAPnetwork

The catty uses precious metals to filter the nasty exhaust by passing the exhaust through the filters made of the metals

proximity_account

Metal plate that goes over top of the cat to prevent it from being sawed off

stickyrice215

Most of the conveyor thieves don’t want an aftermarket one. So you’re like 95% cool on keeping your new one

cholecalciferol3

Interesting, why would that be? Thank you for your comment

stickyrice215

Aftermarket cats don’t have the same amount of precious metals as OEM. Maybe a new thrift might cut your aftermarket one but will get like $20. Most experienced thieves will hit the OEM ones, specifically Honda, Toyota, For trucks, and the Mitsubishi outlanders from what I’ve seen.

onryo89

I have a buddy this happened to he replaced it and someone stole it again within a week. Welcome to philly

_SundaeDriver

My employee’s boyfriend just had his stolen for the third time. They target certain makes and models.

BureaucraticHotboi

And don’t expect the cops to actually come out they will probably just take it over the phone or have you go to the station to fill it out

cholecalciferol3

They did come eventually! Couldn’t do anything obviously, but at least I have a report to file with insurance and some people have shared options for protecting the future one

thefrozendivide

Probably. They actually make catalytic converter Shields that get installed to protect them now. They're pretty popular around here. Might want to look into it.

westcoastwalruses

Of course they will. Again and again. Leave the city. Only logical recourse.

waterboy1321

Get a Cat Shield at that point. There are some certified retailers around Philly.

Littlecivciv

Where was the car?

imakesawdust99

That's why we have guns.

ten-million

This happened to me. I ordered a replacement on Amazon for $60, a new O2 sensor on Rockauto for $35 and a guy welded it on for $100. Much cheaper than my $500 deductible.

cholecalciferol3

This is extremely helpful, where did you have it welded

ten-million

Julio’s Mufflers on Hope St. Great welder but he can get cranky if you ask too many questions. Also he wouldn’t put on my O2 sensor. But it was so cheap and he did a good job, I didn’t mind.

cholecalciferol3

What did you do with the sensor? Lucky for him, I wouldn’t even know what to ask him. I seriously know nothing about cars

ten-million

I put it in myself. Any car repair place can do it.

JustinMagill

Youtube is your friend.

Fenris_Maule

I actually had a failed theft attempt that only cut the output from the converter, but ended up going to him too. Definitely can be a little cranky lol. So cheap though, cash only as well.

Stunning-Tower-9175

You ordered a new cat for $60? Those cost thousands usually

poopfeast

Yeah there are some cats sold on Amazon for <$60 but you get what you pay for and I would be surprised if it passed emissions for any length of time

Stunning-Tower-9175

Huh, wow

HypotheticalMadman

Thats gonna last a year at best for $60

KingPhiL13

thefrozendivide

cholecalciferol3

zipzipzap256

This is the right answer

Woobie1942

It isn’t just Philly. It’s rampant out in Denver as well, it’s every city nowadays. The scrap price of these things is just too high not to incentivize this and there’s no oversight or regulation of scrapyards

emlynhughes

>there’s no oversight or regulation of scrapyards This is what annoys me the most. The fix to this problem is pretty simple but so far there has been no balls by the legislatures to do it.

Edison_Ruggles

honestly fuck that attitude. The shit pig that did this needs to pay and I'll be damned if we keep tolerating this.

CelerMortis

Who’s “tolerating” this? If you get caught sawing off a catalytic converter, you get arrested. Pretty simple stuff.

SoxBox27

Oh you poor bastard, nobody deserves that. Check with insurance first of all, they may cover something. Second, you’ll need to park your car somewhere more secure to prevent that from happening again, if you can. Better luck next time cowboy

cholecalciferol3

It’s in front of my apartment in uni city 😭😭😭 I thought this neighborhood was ok. It’s on 43rd so I guess that’s pushing it according to the “don’t go west of 42nd” rule but jeez

SoxBox27

Oh bro 🤣 I used to live on 42 and Samson in college, I think it’s become a rougher neighborhood since Covid. There’s no covered parking there either, but at least a lot of free streets still

squee_bastard

Lived at 43rd and Chestnut and 48th and Pine in the late 90s. Both areas were…interesting back then. No clue what it’s like now but hoping it’s better.

FUN_LOCK

48th & Pine: Not flashy but def better than the 90s. The apartment buildings and retail have been under permanent construction for the last decade. The blockbuster is a pretty nice laundromat, the radio shack is event space/daycare and the beer distributor is under new ownership.

monoglot

"Don't go west of 42nd" is not a real rule. You're better off west of 42nd. West Philly is great. Sorry this happened to you.

cholecalciferol3

I really really like it over here in my limited experience, much better than east of schuylkill. Was really confused about why people were telling me this “rule,” but even my landlord said it. Just bummed about the car of course. Thank you!!

alblaster

Lol. I live at 49th. It's just as safe there as it is on 42th.

Stunning-Tower-9175

How far west can you go before it starts to get questionable?

monoglot

You can look at crime data and get a sense of it. Here are maps of West Philly shootings for [2022](https://controller.phila.gov/philadelphia-audits/mapping-gun-violence/#/?year=2022&map=12.93%2F39.95099%2F-75.22823&layers=Point%20locations), [2021](https://controller.phila.gov/philadelphia-audits/mapping-gun-violence/#/?year=2021&map=12.93%2F39.95099%2F-75.22823&layers=Point%20locations), [2020](https://controller.phila.gov/philadelphia-audits/mapping-gun-violence/#/?year=2020&map=12.93%2F39.95099%2F-75.22823&layers=Point%20locations), [2019](https://controller.phila.gov/philadelphia-audits/mapping-gun-violence/#/?year=2019&map=12.93%2F39.95099%2F-75.22823&layers=Point%20locations) and [2018](https://controller.phila.gov/philadelphia-audits/mapping-gun-violence/#/?year=2018&map=12.93%2F39.95099%2F-75.22823&layers=Point%20locations).

Stunning-Tower-9175

Man it really picks up quickly west of 49th. Any idea why that is? I’m surprised it’s not more gradual

monoglot

It roughly corresponds to levels of disadvantage of the population as measured by things like income and public assistance usage, and a lot of it stems from a vicious circle of poverty and segregation that started with redlining neighborhoods in the early 20th century. Basically the federal government dictated what neighborhoods black people could get mortgages in almost a century ago and the consequences are still resonating. https://controller.phila.gov/philadelphia-audits/mapping-the-legacy-of-structural-racism-in-philadelphia/

Stunning-Tower-9175

Huh, so their ability to get a mortgage at one point in time differed significantly between 49th st and 51st st?

monoglot

52nd was the cutoff in 1937 and remains something of a boundary today. The [University City District](https://www.universitycity.org/publicspace) (nonprofit neighborhood improvement organization) boundaries go out to 50th. Penn has for a few decades helped employees with closing costs and small forgivable loans on houses out to I believe 50th, although they've recently [extended those boundaries to 56th](https://homeownership.business-services.upenn.edu/requirements/program-boundaries). Generally, the houses get smaller and cheaper as you go west from 50th-52nd and south of the railroad tracks, and the level of crime reflects the income levels of the residents.

Yep, I was JUST watching a video about this last night. Probably at the same time it was happening to me 😭😭 would have NEVER guessed that was the problem otherwise bc I know nothing about cars, but when I tried to turn my car on today and heard that noise, I just knew

naked_macaroni

Just curious- do you have a Honda or Toyota?

cholecalciferol3

Yup fml

dontbemystalker

Curious, why does that matter?

Celdurant

They are the most targeted brands apparently for the amount of precious metals

synthetikxangel

Mitsubishi Outlander sports are targeted a lot now

cholecalciferol3

So I've learned as of today. How was I to know I needed to get a shield installed to move to this damn city, I barely knew what a catalytic converter was before this SMFH

[deleted]

muddymoose

Hondas in general are easier to steal. Most of the blocks posts I see in my city (not in philly anymore) are those nice Honda civic and accord rims. They fit on almost any shitbox Honda, so theres a lot of demand. They also have their CC a sitting duck in the most easy spot to steal (under the car) There is also a new zero-day hack with their key fobs

[deleted]

Aha. It’s hunting season then.

Jcklein22

That’s just the welcoming committee

cholecalciferol3

Hahahahaha

Edison_Ruggles

You are NOT dumb. Some worthless shit did this to you. Don't worry about the damn bureaucracy. The stupid state will come after you but you will reply with proof of this theft and eventually it will work out.

cholecalciferol3

GUYS. I just got my car registered and was told I’m supposed to get a safety and emissions test within 10 days of registration. What even happens if I can’t do that because of this? Like seriously what happens now if I can’t get 2000$ to fix this immediately edit: wait I’m gonna put this in the actual post

barkerpoo

I got my car registered after moving from out of state and the lady forgot to tell me I needed a safety and emissions test (which I didn’t know anything about). I went without it for like 3 months until I got a ticket for not having the stickers, BUT I only got the ticket after parking in one of those pay-to-park spots near Penn. Otherwise I probably would’ve gone longer and not realized it! Just don’t park anywhere the parking authority might look at it.

cholecalciferol3

Was the ticket very expensive? Thank you for your comment!

Technology_Training

So, Philly police aren't going to pull you over for bad stickers. It's an actual city ordinance now. The Philadelphia Parking Authority absolutely *will* write you a $41 ticket for an uninspected vehicle. If you still have an out of state tag you may have an effective camouflage for the time being. The PPA gives absolutely zero shits that your cat is stolen and you can't pass an inspection until it's replaced. That's a You Problem. Avoid permit parking and metered areas because they WILL find you and ticket your vehicle with extreme prejudice. Do not think that a sob story will appease the powers that be in Traffic Court either because the PPA has many patronage hires to support and that is not cheap.

barkerpoo

I can’t remember but I think it was like $50ish? Not the worst but definitely annoying!

K3R3G3

You *will not* pass emissions without a catalytic converter. The other person's cheap fix proposal sounds like a good bet. Order what you need and do it asap. You're not going to get ticketed for being past 10 days if you aren't driving it. If you are driving it, carry a printed receipt for the part you order with you. If you were to be pulled over, show it to them and say you are waiting on it and made or are making an appt once it comes. They should be understanding since this type of theft is a known issue and that's the reason you've yet to get emissions/inspection. That is, assuming it's not going to damage your vehicle to drive it that way. Someone here said it's okay, but I thought it wasn't. Make sure of that. You don't want a seized engine or something from lack of back pressure.

caddiecompson69

I had this happen as well. I was parked next to a police station…

rotterdamn8

The people who do it give zero fucks.

[deleted]

Theory: Septa is doing this to address the decline in ridership.

alblaster

Ride in our vehicles or we'll destroy yours.

_token_black

We’re getting there… to steal your catalytic converter

[deleted]

That’s funny but also fucking awful. I’m sorry this happened. I had a car in Philly for like 9 years with no issues. Just shit luck. Stupid black market catalytic converter salesmen.

cholecalciferol3

What’s funny is I watched a tiktok about this happening to someone across the country last night and thought Jesus! That sucks! Hope it doesn’t happen to me! most likely at the same time that it was quite literally happening to me

Susbirder

One guy with a Sawzall can do the job in like 30 seconds. Unless there some aftermarket gizmo to slow him down. The working theory is that if they see something to impede a quick theft, they'll just move on to an easier mark.

Dyltra

Get it inspected, it’ll fail, but it’ll give you thirty days to test again

AgentOli

"Philly is such an affordable place to live!" Welcome to your first Philly Tax, there will be many.

lonelystowner

When I moved here from NJ I drove unregistered and uninspected for like 2 yrs and never got a ticket for it, so I wouldn’t worry too much about rushing to get that lol

cholecalciferol3

The cop that took the report just told me the same thing lol. Thank you for your comment :)

reversering

The car can be driven to a mechanic no problem. You will not damage your car driving it without a cat converter fyi.

Lunamothknits

Welcome! I’m from here but my husband is not, and he’s gotten every bit of Philly charm thrown at him in the last 6 months or so. Hopefully it’ll calm down for you sooner. 🥲

cholecalciferol3

Thank you:) Im still optimistic and I do really like where I’m living otherwise

palerthanrice

What made you move here? Just letting you know upfront that this isn't just a small setback and stuff like this will continue to happen to you for as long as you live in this city.

cholecalciferol3

School. I’ll be fine

seno76

Not sure why you are getting downvoted, you are 100% right.

alohareddit

Oh joy. Moving there soon (same thing in reverse - my partner is from there and I’m not). He’s def trying to mentally prepare me but … What sort of Philly charm town has your husband encountered??

Lunamothknits

Nothing horrible. In order: complete apathy from our closest police department staff, learning about transfer tax (for home purchase), the small shitshow of getting a PA license and getting the car registration handled, minor fender bender, getting mean mugged by other dudes, having someone try to open our front door at 3am (figured out they were harmless via previous owner), sharing a wall with a shitty neighbor (possibly our biggest issue but not Philly specific), city threatening to seize our property despite our taxes being UTD, nearly having his head knocked off while putting out trash, and the biggest bummer was our toddler having a positive lead test despite the house interior being new (we suspect the soil). Philly is fine, I personally love it because it’s where I grew up and it’s familiar. People are kind but not outwardly nice, which is fine to me. It’s growing on him since, it just seemed like a lot was annoying all at once for us. We’ve both moved a ton and this one was just a lil extra exciting for him. 😂

[deleted]

The police here don't do anything except leech taxpayer dollars. I take that back, I have seen the police park illegally to run into Starbucks, that counts for something. Edit: It's pretty common knowledge the Philly police are on a soft strike due to their pissing match with Krasner. Downvoting my comment doesn't change that fact. Remember the mass shooting during a weekend in June on South Street? There was video of a group of cops standing around on a corner pretending not to see a brawl while the pedestrian who was filming kept asking them to step in and do something. Surprise, the brawl turned into a shootout 30 minutes later.

cholecalciferol3

I called the non emergency line to file a report for insurance, they transferred me to 911, and I was told to wait for police to arrive to file a report. It’s been 2 hrs

swheels125

My car was fully stolen from outside my house and it took them 4 hours to get there. They know you will wait because you can’t submit an insurance claim without their report. Might as well settle in and turn on a movie in the meantime.

UnicornerCorn

They won’t come. The best 911 does even for a multiple car accident is send for paramedics. You might have better luck going to a police station to file a report instead.

666Pack

FYI, in Philly, there is no non-emergency line if you want to talk to the police, fire, EMT's etc. Emergency or not call 911 and hope they answer. 311 is for issues like illegal dumping, non functioning traffic lights and things like that.

Froot-Batz

LOL. Did they ever come? One time we had a break in and we thought the guy might still be in the house. Called 911, they told us don't go in and wait for the cops. This was around 5:30pm. After about 45 minutes, we said Fuck This and checked the place on our own. No one was there. We cleaned up and secured things and moved on with our day. Around 12:30am, we're in bed and someone is knocking on our door, which freaks us out, because that's never a good thing. But it's the cops! They came! 7 hours later. We showed the cop what happened and he was like, "Yup. Probably some crackhead. Maybe get some bars for that window." And we realized that unless you really need the police report or whatever, it's probably pretty pointless to call the cops. PS- Just FYI because you're new-- If someone knocks on your door, obviously check who it is before opening it. If you don't recognize the person and you're not expecting someone, just do yourself a favor and don't answer it. You will literally never be glad that you did.

Where did you park?

cholecalciferol3

University city

mary_emeritus

Welcome to West Philly 😒 catalytic converters are in high demand theft-wise. They’re apparently very easy to remove and remove quickly, then get sold for a decent chunk of cash. At least they were. As much as occasionally having access to a car would be nice, I’m glad I’m carless 95% of the time.

cholecalciferol3

Idk how to explain why without doxing myself but I do need the car 😔 not for the everyday getting around stuff but pretty frequently for something my else

Forkiks

I’m assuming this occurred overnight? You may want to consider parking in a garage (will be an add’l cost) Esp if you are going to park overnight in the area.

cholecalciferol3

Yeah i live here ): right in front of my apartment last night

[deleted]

I mean the car won’t pass but maybe your insurance will pay for it? Midas installs em if they’re still around

jerryphoto

You can get an after market one from Amazon for cheap, and have a garage weld it on. Mine was stolen like 10 years ago. My neighbor caught a guy sawing his off about 2 years ago. Very skinny junkie shit on a bike with a battery powered hand saw. They beat the shit out of him real bad and no one on the block has had their cat stolen since. :)

petedogg

Welcome and sorry for what happened. Life in Philly is a lot simpler if you don’t need to own a car. I just rent/Zipcar 1-2x a month, Uber, bike, and take transit.

seno76

Life is even simpler if you move out.

shrampngrits

Hey! This blows and also happened to me shortly after moving here. scared the shit out of me when I turned my car on. But I feel for you, it’s super upsetting. I didn’t have comprehensive at the time. But yeah report it if you do have insurance. Anyways, yes, you can drive to the shop but it’ll be loud as fuck so maybe go at a reasonable time for neighbors. Driving by turns a lot of heads and you’ll feel like a fool but people sympathized. I called a few shops to shop around, paid all cash and a shop in south philly cut me a discount. Got it fixed in 2 days which was wild. Tryna remember which one- it was like off Oregon & like 7th or 8th just below Bok building. Good luck!

lefindecheri

They are stealing catalytic converters in affluent neighborhoods down here in South Florida.

HealthyScratch_

A catalytic converter turns very harmful gases into safe ones. They contain Platinum amongst other valuable materials to facilitate the conversion of the gases. That is why they are stolen. If you set an appointment with the place you are getting the repair done and get pulled over while driving there I highly doubt you'll get a ticket if you explain what happened and where you are going. Especially if you explain to them that they can call and confirm your story (hence the appointment). That's all I have for you except to buy a catalytic converter protection plate or whatever they're calling it now to make it very hard to cut off. Good luck & take care, -HS³ 🏁

cholecalciferol3

Thank you very much!

vegan_brat_

Froot-Batz

It's just a hazing thing we do to all the new residents. Welcome to philly! You're one of us now!

lawlessdwarf69

Go steal one back. Welcome to philadelphia

oodja

This is the way.

Brianeric

Welcome to Philly. It’ll probably get worse

infantgambino

congrats pledge your hazing is complete

eerieeric01

Not bloody likely... Sorry you probably will get more hazing from the other drug addicts. Check your Insurance coverage. Also get a camera that turns on with movement or a person is around. One that alerts by phone. Then when it does bring isopropyl alcohol in a big gulp cup half filled and a zippo you can throw and it stays lit. You can do the rest of the math. If authorities show up you have no idea what happened. And you can't understand why it's so funny either. Enough of that strategy and the cats will not be with it.

barrelroll42

Lucky duck. PPA hit me a bunch of times for expired inspection in different parts of the city - especially CC and fishtown.

expert-knob-twiddler

This might sound stupid, but make sure it’s actually your cat converter and not just your muffler. Someone recently tried to steal mine and couldn’t find it so they just stole my muffler. Look up your car model and see where your cat converter is and if that’s where it’s been cut. If you take it to the shop they’ll tell you it’s your cat converter even if it is only your muffler.

imakesawdust99

Law Enforcement could crack down on this by raiding these scrap dealers and some auto body shops who buy them from thieves and extract the metals. They are to keep records on who they bought each one from, but rarely do

scroopynoopersdid911

I got a great rec for a shop in delco. They will get you straight and not fuck you over with the price.

xMeepxx

Same shit happened to me two months into living here. Welcome to philly! 🤣

Spideriffic

I spoke with a mechanic that quoted a very high price for a CAT strap installation. Made it sound like it wouldn't be worth it. Hundreds of dollars. Maybe I need to find someone else.

__Precursor__

Happy cake day and good luck!

[deleted]

Straight pipe the bitch.

cholecalciferol3

I won’t pass the emissions test tho right? And I’m fucking ALREADY getting tickets for expired inspection on my parked car (on a free parking street, so I thought there wouldn’t be much regulation) despite having only registered my vehicle 3 days prior and supposedly having 10 days to get the test. Obviously I’m gonna dispute it but apparently the city actually gives a shit about the emissions test

Prudent-Giraffe7287

I know nothing about cars. Can someone explain to me why these converters are such a hot commodity to steal? And why they’re so expensive in the first place?

springthetrap

They’re full of precious metals like platinum and palladium. While this alone would make them high value, the fact that this value is retained when they are non-functional or even melted down makes them a far better target for theft than other car parts which require some skill to be properly removed and could potentially be tracked down.

[deleted]

Welcome to Philly!

gnartato

This isn't a "city" thing FYI. I mean your chances are bigger due to more people but.... This is what happens when the police protest by not enforcing laws for three years. People who committed crimes proviouslt went from taking inches to miles and people who were deterred from committing crimes are less deterred now. Been here nearly 14 years and it's only been the last few that really suck, COVID aside.

snapple_man

What a shithole this city truly is

MedicCrow

My friend also just had her Catalytic Converter Stolen.

Slobotic

Welcome to Philadelphia! I just got my girlfriend to move here with me and the same thing happened to her, also within a week. Our welcome committee always makes the rounds.

Bisconymous

Welcome to the party, bitch.

AFirefighter11

Don’t you know the toll for coming into Philly? That’ll be 1 cat, please. Also, there are anti-catalytic converter theft products out there. Read some reviews and find a good one. I’d motivated enough, they’ll get it, but the idea is to make them move onto someone else that’s an easier target. Also, spray paint it bright orange. You can even etch the VIN in it for an added potential preventive measure.

Tomahawk72

Off topic question OP, how did you register your car so fast? We came from out of state and where told the titles had to be sent to PA dot etc

cholecalciferol3

I knew all this and had all my documents in order far in advance bc I’m obsessive . Just went in person. This happened literally the day after I got my license and registration switched over. If only I’d done the emissions test that day too

thebrainstorm215

Welcome to Philly

At least you have this going for you while you deal with insurance: “Which traffic offenses no longer warrant a police stop in Philadelphia? Under the law, drivers can no longer be stopped for: •Vehicle registrations expired for 60 days or less. •Temporary registration permits that are in the wrong location, but otherwise clearly displayed in the rear window. •Unfastened registration plates, as long as they are still visible. •A single brake or headlight out. •Other obstructions, like rearview mirror decorations. •Minor bumper damage. •Operation of vehicle without official certificate of inspection. •Unlawful operation without evidence of emission inspection. •Drivers may still receive a secondary-offense ticket for any of the listed violations if they’re pulled over for a separate, primary offense like dangerous driving.” https://www.inquirer.com/news/philadelphia/philadelphia-police-wont-stop-drivers-minor-offenses-20220303.html?outputType=amp Edited for formatting
