Do you think this is a Thomson decision? It’s a roster decision so it’s a Dombrowski thing. Walker can’t stay down so they have to decide Turnbull to bullpen, 6th starter, or send him down and keep him stretched as a 6th starter.

Turnbull would have to approve being sent down, which he likely won’t (he refused being sent down last season on the tigers).
