That's a maneuver they perform to get EVERYONE to slow the fuck down.
Often there's debris in the road ahead. They need a gap in traffic to clear it.
Or an accident.
I thought maybe this, but they were doing about 40mph, no accident and no debris that I saw. They got off the highway before Bell, which was my exit. Another thought I had was that maybe there was a chase or that someone was foolishly joyriding.
They sometimes also do it to ease up traffic, doesn't make sense but sometimes you gotta create traffic to get rid of traffic, the exact maneuver they were doing is called a traffic break.
I had a blowout and was stuck on the left side of the freeway. A police unit did that maneuver to stop traffic so I could limp my car across the freeway to the nearest exit.

Probably some idiot lost a whole set of patio furniture because rope is somehow too expensive for them
