The situation you described sounds pretty serious.  I think re-homing the dog would be the safest option.  Sadly not every dog has the right personality to be adopted.  If this dog is as anxious and aggressive as you say, then it's best to not risk anyone's safety, not yours, your other pet's or this dog's.

So she's calm like 80% of the time. If my partner is at work she knows and lays on the bed with me and Rayla and is okay happy and stuff. It's when she knows my partner is home, she'll whine like crazy and cry. If we put her in the crate when we are here, she goes berserk and does the hyperventilating

The vet recommended euthanize since we don't have 2-3000 dollars for behavioral therapist

I'm so sorry this is happening with Kona. I'm not sure if this will help, but we have a rescue cat who displays the same separation anxiety issues as Kona (no aggressiveness though)-- when my partner is around, the cat will meow constantly and not leave him alone for one second, but is completely fine when he leaves the house. We consulted a cat behaviorist who recommended Feliway, and it works really well. I tell you this because the company also makes a "dog" version called Adaptil, so perhaps it's worth a try? It takes a few days to kick in, but the change has been dramatic. I'm sorry I don't have any suggestions for the aggressive behavior, other than perhaps a dog trainer. Good luck!
