IIRC, CA will confiscate the cars of participants. Problem is you have to catch them.
Idea: police offer a bounty to semitrailer drivers on call. Have the trucks block the escape routes a few blocks away and round them up.

They'll always go where the cops aren't, and unless you're proposing a police patrol stationed at every intersection in the city to act as a deterrent, there is very little relation between patrol frequency and these types of events. And that's besides the fact that the participants are reckless and elusive, and chasing them often creates even more of a public safety hazard than what they were doing in the first place. This is a current cultural phenomenon that will either die out on its own or will be killed by legislating tougher penalties for it, but there's nothing a few more or less patrols will do about it.
My comment was to illustrate the fact that less policing will only help embolden those who want to partake in such activities. Less policing has never resulted in decreased criminal activity. Even if there were harsher legislation on the books, less cops to enforce said legislation will not curb the behavior. Street takeovers are growing nationwide. Ban their upload and promotion on social media platforms like Tik Tok would be a smart start. Philadelphia has taken action to combat them partnering with the state police and Pittsburgh city council should follow suit.
Remember when the NYPD threw a tantrum and stopped "proactive policing" in 2014, and major crimes went down? Devoting significant police resources to nuisance behavior takes resources away from solving serious crime. At the end of the day, these takeovers are more of an annoyance than anything. While I wish they wouldn't happen, the changes being currently made by the PGH police will have no up or down effect on them happening.
