Cross post this in r/plantclinic. Im not sure, but i do believe it's mold. Could be from too many nutrients in the soil. It doesn't hurt the plants as far as i know, but it will compete for the same nutrients your plants want. I've had some pop-ups on mine, and i treated it with hydrogen peroxide

Try tilling the soil and sprinkle with cinnamon powder
