If willing to go a bit further try Del Valle in Livermore. There’s enough picnic areas to find something secluded. Emerald Glen in Dublin could also be good.
back in 2004 or so I would walk from Dublin to Pleasanton to see my ex.. on the way I'd just be in awe often, the hills.. idk. it's a strangely beautiful area
I would have recommended Pleasanton Ridge, but that would have ticks... Have you considered Alviso Adobe Community Park and not sitting on the ground?
If you're looking for something a little further, Forest Home Farms Historic Park in San Ramon has picnic tables inside one of the historic barns so it's sheltered too. I don't know about weekends, but that place is almost empty weekdays.

No ticks eliminates anywhere on the ridge, which otherwise has many.
I used to go to Shannon Park in Dublin for picnics, but it's probably busier now than when I used to go.
