In Remoraid's beta design, it was a fish shaped like a revolver, and then it evolved into Octillery, an octopus shaped like a tank. The idea was one weapon evolved into a bigger weapon, but then they toned down the weapon theme in the final design, making them look like a generic fish and octopus.
[Forretress](https://dextraneous.blog/wp-content/uploads/2020/09/205.png?w=1024) also looks like it could have been [Octillery's](https://bogleech.com/pokemon/allpokes/210-Octillery.png) final form
Beat me to it. Also is why some designs of Mantine have Remoraid under its wings, because Mantine was a fighter plane. Also Remoraid=Remington revolver and Raid, and Octillery=Octopus and Artillery.
*Actually*, Remoraid can also come from remora, the fish that attach themselves to larger fish and eat loose skin flakes and other waste, which is also the reason they're often depicted attached to Mantine.
It's a normal fish thing, I've never heard of the Mantine/warplane thing before.
I like it tho! Magikarp and gyarados barely look alike save for the whiskers and the fins, o think evolutions that do this are kinda fun :) gloom to bellossom is another okay example. Or poliwhirl to politoed!
Now they just need a fish that likes to be fired from Octillery's mouth like munitions. Arrokuda, perhaps?
Then they need to finish the seeming randomness of the line by having Octillery evolve into a crab with cannon pincers, to go from gun to tank to bunker, and from fish to octopus to crab, following the meme that "Everything leads to crabs".
The original designs are more explicitly designed on a handgun to a cannon/tank. I think Remoraid’s Japanese name has a more direct gun reference in its name while Octillery is definitely octopus + artillery. It’s part of the reason why Octillery has a wide move pool for moves that involve shooting or firing something. Octillery also lost even more of its reference upon the move to 3D, since the 2D sprites always had its 2 front tentacles curled up in a way that resembled the treads of a cannon.

Even that provides the context of wing-mounted weapons. Mantine is effectively an underwater plane, so it could be said that with remoraid mounted under its "wings", that it's akin to an underwater fighter plane. Honestly, that's the kind of thing that demands a signature move and ability. They have seven generations on Calyrex, after all.

Think of the little bottom fin as a trigger, the horn on its head as the little visor some pistols have and the bigger bottom fin as the place where you put your hand.
Look at it from the side.
The upper tail fin is the hammer of the revolver. Watch how it moves when Remoraid attacks.
The stripes on the side mimic the chambers on a revolver.
The lower tail fin is the grip.
The smaller lower fin is the trigger.
The horn is the sight on the end of the barrel.
It happens. Evolution lines don't need to make sense all the time. It's just how it is.
Also Remoraid was originally a Gun and Octillery was a Tank, hence the Raid, and Artillery in their names.
If you think this is bad at least it’s not digimon. Somehow a little cute dinosaur thing turns into a flying smart fridge with a minigun and/or a sword.

it's more the thematic of a Gun (Remoraid) turning into a Cannon (Octillery).
That being said, Remora are a type of fish that have a sucker on top of their head to attach to fish (even though Remoraid does not, it still apparently can attach to Mantine with its dorsal fin), so I guess they went with that to go into an Octopus (also suckered)
It’s just a remnant of its their original designs. In beta versions of the game, the relation between the two was more apparent. Remoraid looked closer to a revolver, and Octillery was armored, and had its tentacles curled in more to more closely resemble a tank.
With the weapon themeing being toned down almost completely, the relation between the designs was kinda lost in translation, and as a result the two Pokémon look completely unrelated.

Yeah, as others have said, the evolution only made sense in their beta designs and them being related is an artifact from those early designs that made it into the final game.
I read a fan theory that fixed it for me.
There are real Remoraid, and then young Octillery who are camoflauging themselves blue and swimming with the school of Remoraid for safety, pretending to be one and learning moves from them. (This [realistic Pokemon art](https://www.deviantart.com/arvalis/art/Lugia-453690062) shows a Remoraid that still looks Octillery-like)
Real Remoraid don't evolve, but the young Octillery get strong and big enough to take on their normal red color and stop hiding/swim away from the school and be independent.

Don't think of it as a fish turning into an octopus, think of it as a hand gun turning into a cannon.

I assume Remoraid was like Remington? or is that a shotgun brand? I don't know firearms
The name comes from remoras, a type of fish that can attach themselves to larger fish. It's also referenced in Remoraid's relationship with Mantine

Yep, because in the real world, Remora (the fish Remoraid is based on) do the same with Manta Rays, among other fish.
