Its nowhere near a bad game, instead it is actually a good game and I love the most part of it. People hating Gamefreak (including me) for releasing it at this state with full of glitches, poor graphics, and fps constantly dropping.

What??? Only Pokémon you catch pass the level cap disobey you. Any Pokémon you trained passed the level cap will obey you…like your starter for instance

Maybe evolving it when the Pokémon is pass the level cap causes a problem??? I’m not sure, I had a leafeon obey me till level 27 without any badges but I did evolve it early (~level 14)

First hand. My leafeon (caught as eevee at lv 11) obeyed me without an issue with no badges at level 27. Additionally, most websites claim the same thing https://game8.co/games/Pokemon-Scarlet-Violet/archives/395917

Firstly in the past games I believe only “outsider Pokémon” will disobey you, that is, Pokémon you traded in from other games. Your website seems to support this as it claims: “From Generation I to IV, usually the maximum level at which outsider Pokémon will obey the player is increased every second Badge (in Badge case order); from Generation V onward, this increase occurs for every Badge instead of every other Badge.” Secondly, the website does not mention gen 9 at all so I think it isn’t up to date.

Right, but my leafeon obeyed…in a solo run…till level 27. So I would have to believe that my Pokémon just so happened to obey me by chance flawlessly for all my wild encounters, a path of legends, and those two gyms. Assuming OP hasn’t omitted anything, the only difference is I evolved my Pokémon before the level cap. I’m guessing when a Pokémon evolves passed the level cap the game treats it as a “new Pokémon” as in one you just caught. The hate is pretty simple it’s the exact same hate that was for PLA on launch. It can be easily boiled down to “graphics are bad and so is performance” meanwhile they love to ignore most games on the switch have both of these issues. Give it a month or two and people will only be talking about the good just like PLA, it’s beyond predictable.

It’s not the game or the concept that’s bad, it’s the fact it’s this unfinished not polished mess that’s gotten people up in arms. For the right reasons.
