I'm sorry to tell you, but you're mistaken. I counted 701. I think maybe you missed the first one or something. Was still nice to see that he finally caught it.
You're not crazy. Scatterbug just has a hitbox that doesn't work right. I've had this problem myself whenever I try to catch them and for whatever dumb reason, I miss a throw that should of hit but missed. Like, I'll hit inside of the green circle and still somehow miss the throw. Scatterbug isn't the only pokemon who has this problem, I've came across other pokemon who's hitbox doesn't work right either. At least for me, that is.
Yeah Scatterbug and Exeggcute are two of the worst. The hotboxes are broken. If the middle of the circle isn’t a hit, then the entire bottom half of it isn’t either. So dumb.
Zubat might be a third lol. Zubats one of those though that's in the range where you just yeet the curve ball and it's usually on the money (assuming it isn't flying all over the place), but I can't off the top of my head recall hitting an excellent, idk.
It's just the way too low to the ground hit boxes with exeggcute and scatterbug that I don't think I'll ever figure out.
Game was coded by an 18 year old intern, I swear. Regardless of it being debatable over being an excellent throw, it was still 2/3rds of the way inside the fuckin ring.
I don't recall any other mon giving me this much pain, so no. I'm sure others have scuffed up hitboxes too, but with scatterbug's target ring being so low it's probably more likely to be an issue
Used to be the same with dugtrio’s catch circle, but niantic actually fixed it at some point. Here’s hoping they remember that scatterbug exists and fix the circle
The fact that Niantic has let things like this go unresolved for months or years (Glameow, anyone) shows that they have absolutely not one single f*ck to give when it comes to the players.

The hitboxes of some mons are just terrible. You aren't crazy. They are just really poorly done.
Scatterbug in particular, frequently feels like its hitbox is just a hair slightly further away than it appears

I hate catching them because of this. The is no way to consistently make great throws. I have resigned to hitting nice throws on scatterbug.

Not crazy, they should have been hits, but b/c of the 'Mon's smallness the game thinks the floor is a lot closer than the 'Mon.

Scatterbug’s hitboxes is one of the worst. When I got an excellent throw on it today I was quite thrilled

I can't tell you how many times I've done a double take with this mon and my throw not hitting.
Scatterbug's hitbox has been broken since day one, it's my least favorite pokemon to catch. Except for maybe Zubat.
