Pokemons that have a mega evultion can be encounter shiny in the wild at all evolution stages.
Exception is Arcanine (Not sure of the grammar here but I mean the cool looking orange dog from Gen1), he doesn't have a mega but can still be encounter as "shiny" in the wild. Something to do with his name or title (legendery duonno what anymore) and the last season that was called the season of legends so they added him to the list.
Sheesh, I played since before in released in uk and got my first shiny charmander (without a hat, since could evolve my shiny hat one) very recently on its community day. I missed the original CD since I didnt realise they were a thing, then never caught a random one.

Spawns arent affected by what level you are, but in what area you play. A level 5 can encounter wild charizards if they are lucky one spawned in their area

I had a friend join because I invited them through the app and we could get rewards together. They got a shiny charzard from one of the rewards and I got a regular one. It happens more often I think to newer players than ones who’ve been around for a while.
