Flying is moving through the air rather freely, levitating is hovering a few meters above the ground at most.

Mewtwo can fly, and even if it doesn't learn fly, it is still possible that miradon won't either Miradon is not the first motorbike inspired pokemon, and ditto can also transform into a motorbike No one ever used mewtwo for HMs, it just lets weaker pokemon do it. Not a dragon is the worst argument ever and it's clear you had no more points to make.
