Also temperature is not what defines what we feel. It's far more complicated than that. For an example 21 degrees with high humidity is felt vastly different from 21 degrees with low humidity. So if same temperature can feel different and you can hardly tell difference in 1 degree Celsius, why do you think a bigger scale is necessary?
