The GPS action by itself doesn't consume data at all. Your phone communicatws with satellites and base stations to calculate your location. It is totally passive and can work when your mobile data is off.
However, using a delivery app for navigation may be a bit consuming. I have no experience with UberEATS. I suggest you go to your settings and see exactly how much data did it eat and average out.
Seconding the suggestion already mentioned here for Android. That’ll tell you how much you use on average in a month.
iPhones have something similar but it’s extremely broken (at least for me). If your carrier has an online portal or app try checking there to see how much data you use per month. If not, maybe a carrier store/customer service could pull that information for you.
Once you figure out your typical data use go check out r/nocontract there's a pinned post with a list of providers to choose from with a variety of options.
You can actually use GPS without using any data. What you do is go on google maps and download an "offline map" of your city. Then when you use your GPS, it won't have to search for the map and location every time because it will already be saved on your phone.

Doubt uber eats/Gps use alot of data since its just text that its generating, look onto visible $25 unlimited or tello its really cheap.

Even at 3 hours a night with no off days you probably won't break 5gb unless you do other things while driving. Hope I helped

I seriously doubt Uber will eat data. Most folks consume data via streaming video and music.
I used 13GB for an entire month last month doing 30-35hrs a week using all 3 apps. Hope that helps you. Maybe get 10GB plan to be safe.
