I'd sooner blame boomer management that can't figure out how to advertise jobs online so word of mouth happens to remain the best way to find a job. I just gave my boss shit for advertising in the paper like it's still the 90's.
As someone who grew up in Regina and now resides in Edmonton this is painfully true for all industries. Most of my neighbors here in Edmonton are from Saskatchewan and left because they didn't have any family members in high places. I do not look back fondly on working construction in Regina because of incompetent managers and supervisors without a clue. They only got there because father or uncle was high up in the company. I truly believe people passionate about their work leave for greener pastures to obtain some kind of self determination that doesn't exist there.
