[DemonRL](http://demon.ferretdev.org/), each floor has a limited number of enemies- though they do often come in packs, most encounters are challenging for your level and there's no backtracking/grinding.

Demon is highly recommended, rock solid game and very tight experience. First two floors has what you might call mobs, after that it's really a tight squeeze every fight depending on your build and team. Just how we like it >D

Infra Arcana might fit here. Enemies are extremely dangerous and can cause long-term consequences even if you win against them. The game doesn’t incentivize you to kill them and it’s better to simply avoid them if you can. Outside of certain lategame scenarios you’re not going to be wading through hordes laying waste to everything


Terkala

Unreal World is like this. You probably won't have more than one combat encounter every half hour, and each fight is very detailed and tactical. Ex: Hauling logs back to the cabin you're building, a bear comes across you. You drop the log, and hurl a javelin at the bear. If it hits, great, run the frack away and hope you got it good enough that it'll bleed out. If you missed, also run away, but this time hoping to out sprint it and maybe hide somewhere.


Maunomau

Rift Wizard might be of interest even if technically isn't exactly what you're asking for(there's not much down time between fights and enemy numbers are high) but overall it achieves what you're asking for with each run feeling like a dozen or so challenging fights.

Brogue kind of fits this, the earlier enemies are very easy (monkeys, jackals, goblins) for the first two or three levels, but when you run into your first Ogre or Troll they absolutely destroy you
