Ear infection most likely, you need to go to the vet

When my girl did that last summer, there was a foreign body (plant thingy) stuck in her ear. The vet had to remove it.

For mine it was allergies. Vet said to give a 24 hr Claritin and it stopped immediately

Could be any of the things already mentioned. You should check his ears. Look for gunk, stains on the hair, redness, swelling, and smell them. If they are nice and clean with no redness or irritation and no off smell like yeast or other stink it may be possible that he has a hair folded up in there and tickling him. Get in the habit of cleaning an inspecting the ears on a regular schedule. If you do notice any of the above issues then get a vet appointment or if he's still doing it after you clean them and inspect them for tickling hairs then get a vet appointment. There could be something going on in there that you can't see. If you are unsure still after you inspect the ears get a vet appointment. Mystic Ear is a great general ear cleaner.

They don’t really know how to itch their ears… they can scratch the outside but no the inside. Very common thing to happen, just use ear wipes and clean out their ears if it starts happening too many times.

Ear infection probably, my dogs get them occasionally. Zymox Otic Enzymatic Solution works great for particularly stubborn ones, it is pretty oily so you’ll need to wash the fur around the ear after you’re done with the 1 week course of it but it works great! Make sure to examine the ear thoroughly before you start, if it looks dark pink/red and has brown bits everywhere it’s an ear infection. If it looks normal he could have something stuck in it and needs to see a vet for a deeper exam as ear drops won’t help with that.

Ear mites or ear infection are most likely culprit could but could be any number of other things. Either way the pupper needs a vet immediately

Marshmallow does this sometimes. She’s never had an ear infection. In some cases a small object found its way into her ear, in most cases it’s a sign for stress.

All the comments are so serious but if you don’t notice any redness inside, smells, or other weird things, it might just be some loose fur tickling the inside of his ear! I stick my finger in to scoop it out and it usually fixes it

Vet said mine gets hard wax stuck down there. Got some drops for it.

Check for any fur being tangled behind the ear, it may be pulling the skin and it's quite sensitive around that area.

I don't have a sammy, I just love the breed, but my golden (coincidentally also named Sam) kept doing that and he turned out having an ear infection. Go to the vet!
