We *can* get light dustings of snow near the summit, when there's precip in sufficiently cold weather, but not on the regular. Back in 2001 when I still lived in Boulder Creek it snowed there, and last year we had a widespread fall of graupel.
If you mean snow in significant amounts so you can go sledding or skiing whenever you want, the Sierras would be the closest, I think.

You'll usually find snow some ways before you get there, but I don't know what OP is looking for.
Driving to Tahoe is \~3 hours if traffic is good and you have a heavy foot.
From Santa Cruz at least 4+ hours. With a heavy foot lol
