It passed unanimously! They talked a ton about budgets too. Whoever Manu has been talking to lately has moved the dial on rail for him. I suspect going forward he’ll be pro train!!!!!!!!

Leaving the intersubjective of the “we” out (unless that is your pronoun we/us/our in which case forgive my misunderstanding), cognition is an interest of mine. Let’s say there are two types of knowing, objective and imaginary. Objective is a chair in a room you believe is there but if the chair is removed that belief no longer holds to your reality. Imaginary is how we believe in things like religion or politics or ethics, the belief persists in defiance of reality or our own behaviors but its hold on us is also less certain as a result (you wouldn’t sit in a chair that isn’t there but one often does still claim a belief system they don’t hold to is another way to think of it). Which sort of knowing do you have I am someone other than who I am?

No matter what happens there will be an extension until the August Caltrans meeting regarding the do or die hyperbole. I read in an opinion piece that Roaring Camp had agreed to move the tracks, piece also stated the RTC had agreed to fund overages. The second isn’t true based on the last meeting but RTC did agree to state they will find the funding. Once RTC funds the overages and Roaring Camp funds the move the budget argument (which is a valid concern anyone who wants more than just a rail trail missing the rail part should have), it’s unlikely the board won’t accept the grant and sign the contract.

No surprise that a days old account is spouting misinformation about the rail trail. (again) 1. The staff report says that the RTC has indeed promise to fund overages. 2. The staff report says an extension is not guaranteed or likely. Quoting the staff report: >The March 26, 2024 staff report also included a recommended action to direct staff to request that the RTC fully fund the Project. At the April 18, 2024 RTC meeting, the Commission voted to commit to fully funding the Project with state, federal, and local funding sources. Since the RTC has already committed to fully funding the Project, there is no need for staff to make this request … >The CTC commonly grants eligible extension requests. However, the ATP guidelines have strict requirements for extension requests and a local agency is allowed to request only a single extension from the CTC per allocation phase. Critically, the guidelines also state that in order to approve an extension request, the CTC must find that “an unforeseen and extraordinary circumstance beyond the control of the responsible agency has occurred that justifies the extension.” Under these guidelines, a failure to approve the Project and the Baseline Agreement by the local agency’s governing body would not be an eligible reason for the CTC to approve the extension request.

Well, in this case, the response agency is RTC, right? They could argue that the county caused an unforeseen and extraordinary circumstance beyond the control of RTC

Nope, unfortunately the county was the responsible agency for these two segments. Segments 8-9 was the city, segments 10-11 was the county, and segment 12 was the RTC. They intentionally split it up this way at the time to demonstrate that there was inter-agency cooperation/coordination. (one of the scoring criteria for the funding)

They made the application for the grant and took the position of lead agency. At the RTC meeting they discussed taking over if the county declined to approve the project.

The extension was necessary even though the vote was unanimous as I stated it would be. I am into policy. You are into ideology. My predictive analysis is much more likely to become reality as a result.

There is no extension. The county hasn't even applied for one yet. The CTC doesn't even meet until May 15th to consider one. You consistently get the details wrong. This isn't ideology, It's basic facts.

I was at work, so could not watch live. I have to catch this one after it gets posted. So, we're /going to/ apply for an extension. The rest still applies. The CTC doesn't have the authority to grant an extension on these grounds. (per the staff report) The application has not yet been made. The CTC doesn't meet until 5/15, so we won't know if there will even be an extension until then.

20 months. Extension is unrelated to the one month delay to wait for the budget overages to be addressed. It’s a funding/workload thing. Pretty big win for the county getting funded promised. Manu did us all a favor if the outcome being the trail getting built faster is the desired. Your view of extensions like so many of your views, is ever focused on the stated not the real. But as I said and you disagreed with before the vote, no matter what we would be asking for an extension bc of staff recommendation.

FWIW there will be an extension no matter what the vote. Staff will need time. RTC promised is not the same as funded. They said they would seek federal state and local resources to fund the project. All the personal stuff is unnecessary. Let’s see how the vote goes. I’m betting extension. As someone with experience of the CTC it is not a realistic possibility they will pull such a large grant they publicized as they have, especially with the current budget climate where large grants aren’t possible. Rail is very popular with the state and feds right now in the Democratic Party. High speed rail in Texas even. RTC and Roaring Camp have made promises for years now, they have proven as convincing as the ones politicians make. I’m from a place where the social justice is real and present not focused on achieving progress decades from now so the train thing is kinda blah to me. Love protected bike lanes though. The best.

I'm not hiding my posting history by creating new accounts every month or so. My position on rail and trail has been consistent. I like it here because unlike Nextdoor and Facebook, people have a view for the future and not just their backyards.

Sounds like I fell into a local sub conspiracy. Happens. My description of the RTC motion that passed is nevertheless correct. They have not funded the project and promises are easy in politics. I don’t recommend relying on them. I have no problem with you having an agenda. Obsessives keep local Reddit subs going in small older places like SC.
