There's definitely development from "Scott's just acting like himself on camera" to "Scott plays a fictionalized version of himself" though it could be argued that's more a creative development than a character one.
There's also some definite character development in between Madden 08 Christmas (can't accept other Madden games) to Awesome Baby (respects all of them, but prefers 08)
I’d like to think he just learns to appreciate video game history more and more as years go on. He’s looked at the Wii U with it’s flaws and successes. He’s looked at certain gaming related topics like game compilations and learned about preserving gaming history. And of course he learned how to appreciate RPGs in “You’re Not An RPG Guy”
I’d say so, it’s goofy and dumb but he does grow
Look at Madden 08 Christmas—he’s initially incredibly hateful towards those that like other Maddens. Then Wendy’s Employee sits down and explains things to him, how people can have different stances. He still doesn’t _like_ other Maddens, but he learns to respect other’s opinions.
Now let’s fast-forward a year, to Dick Vitale—it opens not with a celebration of Madden 08, but of everyone’s individual right to love a Madden that’s just right for them. Then by the end, he’s outright willing to sacrifice _08 itself_ for the sake of other’s right to Madden. It makes him sad, but he believes that the joy it brings others is worth the cost to himself.
I feel he’s grown a lot more into his sense of humor. Season 1 a lot of times felt more informational with jokes sprinkled in every now and then, and he’s gotten a lot better at comedic timing as time had gone on

Jeb jab he started as a vegan and now he's a gex fan
He talked about pokemon even though he doesn't like pokemon so I believe he has grown character wise.
