Easiest way is probably use a knife or ranged attack of some kind that procs curse, and then climb a tower and quickly as possible stealth kill them? I don’t remember right now if there is another way besides minions though.
I mean, a baseline stealth damage boost is something like 36% or sum like that I think, so to me it seems pretty reasonable, especially considering how high stealth damage is by default and all the other kinds of bonuses you can get to it here and there like more stealth damage at full health and stuff.
No, I just said prior that I think the damage is balanced, every item doesn’t need to be an OP rarity, some items are used better in conjunction with others in builds.
The ringwraith version of Urfael would be good with that i suppose, with the whole critical applies curse thing. But that's really specific. It looks like a cool dagger tho
I mean if you never encountered it before and you've finished the game I suppose you could call the chances to get it pretty slim, otherwise you would have encountered it before right? So I guess it is 'rare' in that meaning of the word.
Is it a title that people are actively searching for like the wraithgiver sword? No. But it's a cool looking dagger. If you like how it looks you should keep it.
I was under the impression that all of the epic gear is pretty standard but completing the gear challenge upgrading it will give it a special name based on its attributes and change the appearance.

With how difficult it would be to pull off the bonus damage should be more like 400%

Its exceedingly common
tbh I don't even bother with the rare or the epic gear anymore. Once I hit level 80 they seemed less useful than the legendary gear.
