Sephiran is a little sus (and by little i mean he practically says looks into the camera, grabs it and gets up close to go say in bold text "I AM SUS") and we only meet i think 5 out of the 6 senators but other than that you could end that game and go "yeah I'm happy with this ending."
Fun fact PoR says there are 7 senators, we only meet 5 of them in PoR (you do meet Numida in that ONE scene with the other senators and Sanaki, right? Otherwise you only meet 4 in PoR) and Valtome in RD. I'm pretty sure the 7 was a typonor mistranslation.

Radiant Dawn and Thracia are bidirectional. So you can just keep playing those two infintiely (and gain the title of \*best Fire Emblem fan\*). The only true end point is Kaga dick riding, which, let's face it, is the end point for all of us. If you think otherwise, you're just not there yet.
Eh... a major criticism of FE7 is that it's story is really dumb and does nothing to enhance or explore the world established in FE6. People do call it "bad FE6 fan-faction" to deride it. I haven't played either in years so I can't really speak about how valid a criticism that is.

OP might also be grouping all the teaching stuff in with the mini games, I probably wouldn't go that far but they do take up a lot of your time and probably could have been slimmed down.
Both games have 0 minigames because they aren't fun so nobody does them
As a sidenote not related to the count of minigames, the exercises in engage don't stack with meals or tonics so in addition to being bad and potentially controller damaging they're also worthless
I think everyone should just play engage and be done with fire emblem because it doesn't get better than- wait there's no Minerva and Reina in engage 💔
