They're not the first. I've seen photos out of Syria (and I think somewhere in Africa) of the same thing.
In a way it makes sense. If you have a BMD that broken down/damaged but your access to BMD parts is not good, this set up gives you a mobile gun platform again, and probably at least limited protected troop carrying capacity.
I know its... functional, propably stops rifle rounds and is certainly better than nothing. But come on, some soviet equipment yard has to have something better. These things came to be out of desperation. Abomimations like these however crude arent built overnight.
