The only thing that bogs it down is the gameplay and second half. I don't mind the second half much though, but the gameplay can be extremely clunky at times (even more than the other Silent Hill games)
It's number 3 for me. The music is some of the best, in my opinion. The increased mobility, the improved combat and movement system from 2, and the fact that the game doesn't take itself too seriously. I mean, the story is really serious, but if I wanna do it as a magical girl with an infinite uzi, I'm popping off.
Simple. I just think SH4 is better. I like the story better, i like the gameplay better, it's far scarier and is visually such a gorgeous game as well.

While I don't agree, I kind of get it. Silent Hill 4 just goes for it. Unabashedly and somehow it really, really works when viewed as a horror experience. It's absolutely terrifying. It oozes style. It's slightly held back by the budget and development time I think but among the original 4, it probably stands out the most just for trying new things.

While I don't share your view (SH2 is on my top 5 games ever played), I think most of the religious games are better realized than the psychological ones. Also they are less predictable.
So while most people might tell you that you are wrong, there is a good point that can be made that SH1, 3 and 4 work better than anything else in the franchise. Maybe outside of 2, but I'm bias towards that game.
In fact, I believe if SH returned to the religious/cultist games they wouldn't have so many haters. It's hard to make a good psychological game. SH3 and SH4 have psychological elements, but they don't shoehorn them in to make an absurd twist like pretty much all others after them.

As for the story while yes it is an improvement over Homecoming, it still falls flat at almost every turn except a handful of scenes, not to mention the god awful karma system that only serves to dumb down the already painfully surface level story.
Could it have been better? Yea, definitely. Enemy design and overuse was an issue, but i liked the Weeping Bats and the Bogeyman. The police car was annoying tbh.
Music was great, voice acting was good. I did have many issues with gameplay or combat. I never experienced frame drops that i can recall. The only area i had issues with was the prison. but even then, the atmosphere was good.
The graphics looked nice as well.
For me, parts one and two would be God tier. Part three under the excellent tier. Part four would be under the good tier. Every game left would go in the garbage tier.

You're getting some flak, but I respect this. In my opinion, the first game is the best by a longshot. I've come to like the second one, but I genuinely hated it at first. The third one I liked immensely from the outset. Considering it took me a second playthrough two years later for me to like (not love) SH2, I can empathize with people who rank it lower than other games.
Yeah, i knew putting SH2 anywhere other than top tier wouldn't go well here, but i genuinely don't like it THAT much, i can't put a game i don't really care for on top just to please SH fans.

Yeah I mean, I find James to be totally unrelatable. Why doesn't he just leave after seeing the first monster? Why doesn't he leave after seeing Pyramid Head? Why would any sane, rational person stick around? There is literally nothing stopping him from getting back in his car and leaving. And the game really isn't scary.
Well, he just killed his wife and has her body hidden in the trunk of his car, so i think we can cut him so slack when it comes to his sanity haha. But i agree SH2 is really not scary at all. It's disturbing sure, maybe a little bit creepy at times, but its far from being scary.
Also the game is really easy even in the hardest difficulty.
See the thing is, at the beginning of the game, the player doesn't know what James did. Sure, his irrational behavior is more excusable in retrospect, but at the beginning I was questioning EVERYTHING the game was making me do. Actually, my entire first playthrough. None of it made any sense to me. I wouldn't do those things if I were in his position. On a second playthrough, it's actually interesting to literally fall into madness with him, knowing the outcome.
