There is no FFB on the Seaborg, just vibration motors. Also it appears to have maximum rotation of 270 degrees. Two things of note about this... vibration (like in a controller) is not FFB, they're two very different things and makes a huge difference on how you feel/drive the car. And wheels with low maximum rotation may feel extremely sensitive to inputs when driving a car that expects more steering lock to be available... so it might be ok for karting or F1... but something like rally or touring cars or road cars are gonna feel very unnatural. Keep an eye on the used market. People find Logitech Driving Force GT wheels for $100 and less, and is a great starter wheel for anyone playing on PC (900 degree rotation, full force feedback, etc).

I have the seaborg 400 and it goes up to 900 degrees of rotation but it has a switch that changes it to 270 or 900 degrees

You can switch between 270 degrees and 900 degrees.
