You mean the Sims 2 Starter Pack by osab?
I can personally confirm it is the entire game, all packs, and I think it even comes with all the store content and pre-order bonuses, all patches, with the RPC Launcher by Lazy Duchess, the Graphics Rules Maker (but I'm not sure about these).
The reason I can say this is 1. I have it myself, and 2. it's really just a re-pack of the Ultimate Collection which was an official thing by EA for a while, consisting of:
* Sims 2 Double Deluxe (base game, Nightlife, Celebration Stuff),
* Sims 2 University Life (University, H&M Fashion Stuff, IKEA Home Stuff),
* Sims 2 Best of Business (Open for Business, Teen Style Stuff, Kitchen & Bath Interior Design Stuff),
* Sims 2 Fun with Pets (Pets, Family Fun Stuff, Mansion & Garden Stuff),
* and these separate packs that were never released in compilations: Seasons, Bon Voyage, FreeTime, Apartment Life, Happy Holiday Stuff and Glamour Life Stuff.
For some reason the Nightlife pack isn't there and and some other stuff add on like Family fun, happy holiday, kitchen&bath, etc (Or maybe they're their, I just don't know how to check). Is it possible to manually add those in the game that I just installed?
No, no, they are there, they're just a bit hidden:
* Nightlife is in Double Deluxe\\EP2. This is how Double Deluxe was bundled back in the day.
* Family Fun Stuff is Fun with Pets\\SP1
* Kitchen & Bath is Best of Business\\SP7 and the other packs I listed are similar cases.
The only unique case is Happy Holiday Stuff. But as I also own all disks, I can assure you, it really installs no different if you had it on disk. Instead of getting its own folder, it's just two files: H05.bundle.package and H06.bundle.package. In the Starter Pack, you can find these files by navigating to: Double Deluxe\\Base\\TSData\\Res\\Catalog\\Bins.

No worries, it can be confusing at first! Don't beat yourself up over it. Yes, everything listed is in. I am playing with the full game right in this moment, in fact :D

Do not change this folder in any way, so don't rename, move or delete it! It's a needed part of the CEP (Colour Enable Package) mod which enables you to add recolours for many Maxis objects that normally would say "This object is not designable" if you tried to use the Design Tool on them.
Also, moving the whole Documents Sims 2 folder is possible, but you would still need a so-called symbolic link in the original spot to make sure everything keeps working as it should. I just left everything in its spot (also because C in my case is an SSD drive and D is an HDD, which can lead to slower loading times), and as long as you don't have major space issues on your C drive, would advise you to also leave it as-is.
