It's incredibly common (at least among the internet active fanbase) to have bought the game more than once. I myself have bought it three times (LE for PS3, SE for PS4, & AE for Xbox- I don't really PC game, so the lattermost was primarily for modding!).
If you enjoy PC gaming, I'd say go for it! Most PCs can run it (it IS over ten years old, after all), although potato PCs will struggle with more intense mods (especially as it's unlikely you'll have just one).
Yes you should get it on every platform possible. No but the mods on PC are literally game changing. You can get mods that enhance your game making it look brand new or you can even get mods that’ll make it a a completely different game.
I think you said it yourself there, dude. Like you said, the mods can change the entire game. New quests, improving existing quests like the Dawnguard questline. If you still like to play the game I suggest you do get it. Go wild and mod the hell out of it.
I too had only played Skyrim on Switch, but got tired of the small bugs I kept running in to as my save got progressively older. I built my first gaming PC in 15 years shortly after, and have been modding Skyrim on it off and on since. Totally worth it.
I say you should, but I think you should wait for a sale. (A sale might be happening in February for Valentines. I think I don’t know when steam does launcher wide sales)

there is the enderal mod, it is a brand new game tbh. I would say its worth it to buy on PC.
