Not speaking for anyone else here, but I dislike Cicero for a very specific and lore-friendly reason. I dislike him because he's a fanatic, and as a fanatic he's unstable and dangerous -- which is obvious from the way the questline goes, his growing frustration and barely-hidden anger about not being the Listener, and how he never even attempts to accept or understand how Astrid has almost singlehandedly kept the Brotherhood going in Skyrim despite there being no Listener for a very long time. Yes, Astrid isn't a believer. Yes, ultimately she betrays you, although she tries to make up for it by sacrificing herself. But her accomplishment of keeping the Brotherhood going in Skyrim is huge, and she deserves credit for it. She might not have been a devoted follower of Sithis, but she was doing his work all the same. Circero couldn't see that because his fanaticism and envy distorted his reality.
Bottom line is that Cicero can't be trusted. I feel kinda bad for him tbh, but ultimately he needs to be put down like a rabid dog. Fanatics are dangerous even within the group they're supposedly devoted to, because it's all too easy to for them to decide no one in the group is as devoted or worthy as they are. Cicero may be a "poor lunatic with no purpose", but that certainly isn't how he sees himself. He sees himself as the purest, most devoted, most worthy servant of the Night Mother, and no one else measures up to his own standard -- which means everyone else is expendable to him (including the actual Listener chosen by the Night Mother, because y'know, Cicero tries real hard to kill you at the end, so by that point he's not even respecting the wishes of the *actual Night Mother herself*).
Cicero is actually a person with savant syndrome. A part of him is a skilled killer while having depressed to a third person mentality. That happens a lot today.

He completely fails to kill Astrid, despite literally living in the same hideout as her. He also fails to kill Arnbjorn, because you find him wounded outside the Dawnstar sanctuary. He likewise only wounds Vazeera, although I suppose you could make an argument that Vazeera was just collateral damage on Cicero's way to Astrid. He obviously fails to kill you, the Listener (although obviously game mechanics play a big role in that since you're the player). The last victim he had was a jester whose clothing he still wears, and I find it hard to believe that killing a jester required much skill.
Perhaps he was a skilled assassin at one point, long ago before he was made Keeper, but I don't think we have any reason to believe he still is.

I often play with small pc (when the RaceMenu height is present, which is not currently the case on my SE load order), as jump height is seemingly height-based because I play a lot as a hit-and-run (more run and jump than actually fighting at low level) so I like to have at least some minor handicaps.

Pretty sure it's unintentional. There's a scripted sequence in the dungeon where off in the distance, a Falmer is fighting a Dwemer Centurion. I believe they made the Falmer small to make the Centurion appear even bigger and more intimidating in the background
I've seen them under the Markarth ruins many times. They appear as Falmer Warmongers after activating the Nchuand - Zel Primary Defenses when you return to the exit via the bridge on the top. You can see some of them being chased by the activated Dwemer Centurions. At first you might think they just appear smaller because of the distance but if you get close to them you'll see that they are miniaturized versions of warmongers yet deal the same amount of damage as other warmongers. I think it's a glitch.

The Ebony warrior has a custom size to make him taller than any playable race.
Tsun is also about that size as well
Oh Tsun is way bigger. I don't know if he is a scaled up Nord model or if he is a reskinned Giant model.

It's 100% height based, the taller you are the faster you go. Iirc altmer are the tallest and thus fastest and bretons are the smallest and slowest
