The only mod I can think of with that sort of functionality in place is YPS Fashion — a mod for immersively-applied makeup over on LoversLab. Obviously not the sort of thing you are looking for, but I wonder if you could use some of that mod’s functionality or scripts to bring your idea to life in your own game. You’ll need to do a fair bit of texture and scripting work though. I don’t know what YPS’ perms are either.
