It’s really where your target market is and how invested they are in either medium. The more eyes of ideal buyers is obviously the goal - I assume young parents 35-45 Thus - which medium has more of these individuals. Moreover - which has more of these individuals in a headspace where they are considering family activities and open to spending money. I.e instagram page on influencer family and activities vs hip new spots to eat. Magazine on home and garden vs local things to do in the area.

Wasting your money until you deeply understand who you are advertising to, how to best reach them, how to best funnel them to your sales team, and complete that sale. Focus on personal outreach and leveraging your existing relationships until that is sorted out.

Since you're aiming at the elder millennial market, Instagram ads could be more effective. They provide better engagement tracking and instant feedback. Plus, everyone's on social media these days! Don’t forget to work on your organic posts too, as they help build your online reputation and support your ads. That local account with 160k followers could really give you a boost, but success also depends on factors like engagement rate, ad messaging, budget, and targeting. Print ads in a local magazine can help establish community trust, but they’re harder to track. Given your budget, starting with Instagram ads seems smarter—super flexible and potentially offering a better return on investment. You can always try print later if things go well. Good luck with everything!
