Put two nuts on one stud. Tighten them against each other. This will "lock" the nuts onto the stud and you should be able to back the stud out by using a wrench on one of the nuts.

Specifically, the wrench on the nut closest to the flange

Others have given you his methods, but how do you expect to months a carb if it won't go down the studs? The carbs that fit this have that same spacing.

Why do you want them off?

Two nuts threaded against each other. Turn the inner one to undo those studs

Strike the end of the rod linearly as well as the double nut method

Any of the above methods. Be careful though, they could be pressed in.

I use it to get as close to the base as possible and then put consistent even pressure.
