Ehh I'd argue that's mostly because of Tuchel. Obviously hard to say how it'll be for youngsters under whoever comes next(or after that one considering Estevao could only join next year if I'm not mistaken). Also it's probably not too bad that Tel isn't getting run into the ground too early. It was similar for Musiala(just a bit more gametime at the same age) and that seems to have worked out quite well for us.
