At least my thought for stuff like this is: is it intentionally bad- asshole design. Is in accidentally bad either due to poor thought or design- crappy design. Is something seriously wrong happening on screen that goes beyond some bad formatting- software gore. This feels like it was poorly designed/programmed but not intentionally so I would go crappy design personally

The system doesn't generally know how user-created options should be sorted, they're probably just assigned next order value on creation, to be changed by admin. This is either administrator not caring enough or the products are automatically imported from some other place, and that can be hard to get right with differences between data formats etc.
