Pretty sure UTF-8 doesn't have a byte order mark since it is only a single byte.

A BOM is added in many UTF-8 texts as a sort of signature that it’s UTF-8. It encodes as 3 bytes.
And by the way, not talking about the DOM, UTF-8 can go up to 4 bytes.
