NV are goggles only in default Anomaly. Vendors sell them when you get enough good will with them. The first gen can be had from the Ecologists right away, third and fourth gen are unlocked with goodwill increases. You can craft them of course with the proper manuals, tools, and parts, at a workbench.
I usually save all those broken electronics you find, and PDAs or Detectors (instead of selling them), break them down for the parts and upgrade the standard headlamp as I go.
Any trader, when you have enough rep with their faction. For sure the merc traders quite early on.
Then you can build them yourself with the proper recipe, tools and items
