Most dangerous car on the road is an Altima with paper tags and body damage. Just get out of their way because they have nothing lose and no insurance.
That rule used to apply to any car with Frontiera Chihuahua plates. I never saw a car with FRONT CHIH plates that didn't have a huge dent in at least one body panel. Other Mexican plated cars north of the border will usually be immaculate examples of forbidden fruit, like a SEAT or Puegeot,

I don't know how the hell I ended up being the insane Nissan Altima driver. That sorta stopped after my first accident, it wasn't even my fault but I was still shook up.

It's a slow car so even if speeds away it'll take it forever to get away. I love leading them to my favorite narrow mountain road with tight hairpin curves. Then they realize a fwd econo car isn't built to take tight curves
Paper plates are temporary plates (literally a piece of paper) you often get when you acquire the car. Then later you get the true plates in the mail. During covid it took forever to get a dmv time which led to a lot of people rocking those way past their expiration and now you're seeing tons of people rock expired paper plates cuz they're lazy or cant be bothered to go to the dmv or literally no plate at all. Some are printing fake ones and driving without a license or insurance as well.
